The argument you're using is correct, but it works againts you. A PC runs numerous system-related processes in the background, by proxy, a console (when hardware is sufficient) should produce equivalent results at much lower specs. Consoles no longer do that, mainly because it was a really, really long generation. 256MB RAM (PS3) or 512MB RAM (XBox 360) is a laughable amount for today's standards, graphics capabilities aside. Programmers are slowly becoming incapable of using this small amount of resources as their game engines become more and more complex.
