No, that says it'll be extended, it still starts today.

I'm on the east coast of the US and I just picked it up a few seconds ago.

Caught three pikachus, none of them know fly or surf.

Seems only the level A's know fly or surf.

DCG:event started on april 1st for all english copies of the game.
including the dutch copies.

when looking for flying/surfing pikachu:
you need 10000 or more steps done in the current day in yellow forest, and then there's a 3% chance an encounter is a surfing/flying pikachu.
if you caught 1 of the 2 you have to start your walk over (return from stroll, and start another stroll) to be able to catch the other(it's impossible to get both in the same stroll)
note that only if you see !! or !!! there's a chance the pikachu knows fly or surf.(!! is small chance, !!! always has surf or fly)

Took me all day and a good 35000 "steps", but I finally caught myself a surfing pikachu, as well as two lightballs, and a bunch of miracle seeds.

...Oooohhh, I sure hope that Surfing Pikachu mini-game survived into HG/SS.

But what I REALLY want is a flying Pikachu!

advice

You forgot to mention advantageous types.
If you bring either a grass, ground or electric type to Yellow Forest, the steps required are reduced 25%, so 7500 steps instead.
It also increases odds of finding rare items and pokémon.

not completely true. when I tried downloading it yesterday I couldent find a gift today I could. also if you wals 10000 steps and return from a scroll the steps will still be there for that day (I have done it multiple times)

the steps will be there but the Watts will not, thus you will have to walk more to gain more Watts to try for the Fly/Surf Pika's

i tried downloading yesterday from a dutch copy of soulsilver somewhere around 2-3PM, and got it.
so yes, even for dutch people it was downloadable on april 1st

But what I REALLY want is a flying Pikachu!

I REALLY want a shiny flying, surfing, fire type notch-eared Pichu colored Pikachu with all ground and psychic moves and its cry as a Kyogre's.

I am DEAD SERIOUS, and am thinking of cheating on HG just to get this exact Pokemon.
