EDIT: I also tried to convert it to a dol but it still doesn't work.
Never mind that, I instead used the whiite-linux installer found here but it keeps on saying that the files are not there, even though they are.

I've used the installer for several Wii-Linux distributions already and it worked fine for me.
Have you checked the filenames and are the files on the root of the USB-stick/drive?
