would full screen mode impact gaming fps performance compared with borderless mode?

i test bullet per minute on laptop in two difference mode
only borederless mode can performan stable and reach the maximum framerate of the tv

Exclusive mode is actually faster because it gets exclusive control of the final framebuffer output to the display.

Improvements to the Windows compositor have made it """obsolete""" (read: closed the gap). A borderless window is not better than proper fullscreen but it's recently gotten close enough that nobody wants real fullscreen anymore due to the way it slightly complicates things for the developer and the mode-switching when changing active windows is annoying for players.

If you are playing at your native resolution, use exclusive fullscreen 100% of the time you're allowed, unless the game is straight up broken there is no reason not to.

If you are playing at a lower resolution then it is honestly personal preference.

i play game with unstable fps performance and 20 fps reduced when i choose full screen.
When it compare to borederless, the fps can stay 120 fps all the time , so there is no stuttering cause the fps match the hz of monitor

Is this only with Bullets Per Minute or with every game? Because this is an outlier

I've tried portal 1 which is a really old 3d game running on a year 2018 laptop.
The fps on borderless mode is a way above 120fps.
once switch to full screen the fps goes to 100 that caused motion stuttering because it doesn't match the hz of a 120hz monitor.
 
From personal experience, it really depends on the game.

Some run better in fullscreen (especially older games). Others run better in borderless. Its a toss-up. You'll just have to experiment.

There are middleware available that fool a program into thinking its running in fullscreen while you keep it borderless/windowed, especially useful for older programs that demand fullscreen but have the standard resolution of a postage stamp.

Personally I prefer windowed/borderless because it means I can more easily swap to something else on the desktop, because I'm one of those spastic types who had attention problems before it was cool.

If you have dual monitors borderless is almost always better so that you can click on things on your other monitor without the game minimisng or doing other silly things.
