I got some sticker that says if you save and turn the game off the game will build exp on pins while the system is off. Does anyone know if this will apply if I am using a flash cart or do I sacrifice those kind of benefits without the actual cartridge? Thanks!

It still applies to flashcarts too.

No, it still works on a flashcard. It's all to do with the DS internal clock - not something inside the commercial cart.
