Hey, I don't know if you'd be interested by that, but that could help you if you ever plan to implement a rendering engine. https://en.wikipedia.org/wiki/Origyn_Web_Browser
Platform graphics engines include GTK, Qt, SDL [...]
IIRC we already have a SDL port for 3DS, so that could be interesting to take a look.

For what its worth the YouTube app can also be used as a browser; a simple redirection of youtube.com URLs to google.com would theoretically work.

There's also retail copies of the old Nintendo DS browser that are pretty cheap to get if you really needed a browser...

This is not what we're looking for, the point is to have a web browser that's able to download files. As far as I know both of the browsers you mentioned are unable to do that; moreover you cannot use the NDS browser on 3DS, it needed an expansion pack to be inserted in the GBA slot, which is absent on the 3DS.
