Hacking Windows Shell Shortcut

While setting up Windows to display a different icon for .nds files, I got to wondering something -- is it possible to create a shell command to send the file to F: just by double clicking it? it's easily done w/ drag and drop, and I know about the send to-> in the context menu, but it would still be nice to e able to 2x click. I don't know which program/dll handles it (otherwise I would have done it myself =D) so I wonder if anybody here can provide help.
 
For those interested, I've got some icons to use with .nds and .gba files.

It's fixed now. Weird. WinRar didn't complain, yet the .icl only contains the gba icon. Thanks for the headsup.
