Windows Password forgotten but required

My neighbours desktop asks for password that she doesnt remember.
Every time I boot up, before booting windows it asks for password.
Even when I go boot menu, it asks for password.
Going setup menu also asks for password.
What can I do to solve this issue and re-install windows on it?

That's the motherboard's BIOS password. You'll want to either remove the battery that powers the motherboard's settings chip to wipe the settings (and thus the password), or if it's a new machine without a button-cell battery, you'll need to move the pin on the reset jumper, and you'll want the motherboard's manual or online documentation to see where that is.
