My friend has one of the worst computers ever, but they tried resetting it and now that it’s done it goes to this screen but when they press next it loads for a few minutes and then goes back to the same screen. How do I fix this?
Sounds like the image is corrupted. You can try getting into WinRE and either running startup repair or opening a command prompt and typing in sfc /scannow.
But most likely you need to get a clean install of Windows.
@Majora2005 1. Enter Audit Mode (CTRL + SHIFT + F3) when you get to the screen you showed in your post. 2. Connect to internet and install updates. 3. Use the following options in the pic below on sysprep and click ok. 4. When sysprep has finally finished and the laptop has shutdown, turn on again and see if the laptop will now go past that screen.

might it be you've set bios to legacy while windows wants uefi? if so, it will not see the installed windows for it's missing a link in bios to the partition.
