Ah ok good the know that something like this is going on.
Now that you mention it, I read about the N64 using mostly 32 bit instructions some years ago. It is still a 64 bit machine, it just does not use the 64 bit instructions very much. But more bit do not automatically mean more power, which many people don't understand. I always sigh when I read somebody calling the DC/PS2/XBox/GC console generation the "128 bit generation".
If the N64 emulators for PSP are really optimized that way I would find it interesting to look at the code. I'll have to look around if I find the time if some emulator is open source.
