How in the world would you manage to get an out of region cia on the console, without having a method to play anything region free with no issues.

And no, it wont work. You need to open download play first, then load the browser which will launch the game in the cart slot.

FBI can install signed CIAs now, so all the people instantly went and tried to pirate as much things as they possibly could and now they just realized that there's no way to actually play out of region .cias.
