The "Region Free" WiiWare titles are Japanese dumps that have been run though FreeTheWads before you download them.

They will still have all the japanese text unless there is an english option (ping pong).

Yes. When US titles are finally dumped and available for download outside the Wii, you can run it though FreeTheWads, and install it on any Wii anywhere in the world with the TP hack, or Homebrew channel
