Hacking Wii Windows Vista Theme?

I've been looking for the Windows Vista theme for the Wii seen in this video.

I remember when I was looking for this theme a few years back it was extremely hard to find, but I found it. That was years ago, and I don't have it anymore.

I've tried searching for it now, and I have not been able to find it at all. Does anybody still have this theme?
