It has nothing to do with a MAC Address, it's tied to your Nintendo Network account. Unless you ask Nintendo there is literally nothing you can do.

Yes because it doesn't remove the ban from your Nintendo Network account on Nintendo's servers. It is not on the console, it is on their servers.
