Is there a way to mod the wii u without having the internet (besides having the files?)

You can use Haxchi and a DS VC title.

Depends how you want to do it.

If you want a persistent (not permanent as it can be removed) you will need a DS VC Game from the eShop to setup Haxchi - http://gbatemp.net/threads/haxchi-v2-0-a-persistent-wiiu-hack.451071/

Wouldn't you need the internet to launch the homebrew launcher for the first time to use wup installer?

Or at least have a local network so you can run things locally?

Exactly to use the brazilian method you are still going to need to access the Internet to install the games with wup installer.
