    Is there a way to mod the wii u without having the internet (besides having the files?)

    Sorry if this has been asked before

    Depends how you want to do it.

    If you just want to install games and play them you can use the "Brazilian method" to install them - http://gbatemp.net/threads/wii-u-usb-loading-install-wiiu-games-to-usb-or-internal-memory.445514/
    You can self host the hacks using Kaflukes AIO - http://gbatemp.net/threads/release-kaflukes-all-in-one-for-self-hosting.424679/
    If you want a persistent (not permanent as it can be removed) you will need a DS VC Game from the eShop to setup Haxchi - http://gbatemp.net/threads/haxchi-v2-0-a-persistent-wiiu-hack.451071/

    I personally use the Brazilian Method and have my DNS set to DNS-U - http://gbatemp.net/threads/dns-u-new-update-blocking-dns-server.436346/

    Wouldn't you need the internet to launch the homebrew launcher for the first time to use wup installer?

    Or at least have a local network so you can run things locally?

    Exactly to use the brazilian method you are still going to need to access the Internet to install the games with wup installer.

    You still need a network of some kind. Even just a wireless SD card reader.
