What games on the Wii U eShop have free DLC available? I know that Mario Kart 8 and Xenoblades Chronicles X has free DLC (the latter being performance-related), though I can't find any information on which games would also have this.

Google WIi U Usb Helper, and look for 2022 (or maybe it was 2021 still) workaround. There may be a filter that lets you choose dlc I can't remember. But if not you should be able to filter out just to native which are only Wii U games and look through them for dlc. You can download anything too.
