Well- it turned out that somehow by downloading all different and unknown WAD files that some how I screwed up the system. It is officially garbage. I bought another system yesterday with 3.3U already upgraded and dsid the easy 3 steps and it works like a charm. Hope this helps.
THX all
wait... so you bought another wii???

couldn't you have just removed all the wads you installed, updated back to 3.3v2 and started from scratch?

yea, you were having a corrupted IOS16 install.

-1035 means that the IOS it is trying to use is being retarded. (pardon my laymans)
you probably just had a few bytes of that IOS16 wad corrupted, possibly by copying back and forth repeatedly from SD to PC before you used it (may have even happened before it was packaged for you, I'm assuming you used someone elses IOS16 wad provided to you, and not ripped your own?)

if you "made" IOS16 from IOS15, its possible you used the earlier version of the program that wasn't compatibile with all 15's, or simply that even the newer version of that same program doesnt work right...

recommendation to all users:
use a pure IOS16 wad (give your conscience a break if thats an issue), and use wad manager 1.1 and then the modified one to install a cIOS, and then either one after that

Well I used the same wad 16 on this new wii and it installed with the fix without any probelmes- I think that somehow I must of installed a WAD from a different region, because when I opened the anytitledeleter I would get a region error -1 and some other stuff.
On the old wii I could not install or uninstall any wads at all. There was no other choice.
Thanks for the support.

BL4z-I could not remove any wads and when I tried to do a system update to 3.3v2 It would just say theat the system was already updated.
I wasted 5 days with 4 hours each day on that Wii.

No I did not do any region changes, it must of been some wad that got installed and could not be uninstalled.

Well, I seem to have the exact same problem as the OP. Is there any other way then buying a new wii to fix this?

If there is then it will be a miracle- I ried for 5 days over 20 hours- I guess once a bad wad is installed and you cant uninstall it because of a 1035 1017 2017 errors- then that is it from my experiance. I may be wrong but I tried every cios downgrade ios downgared and uninstaller that there is with no luck.

try installing the new gamma disk loader thingo....it fixed it for me

I have the same problem apparently; how can I try uninstalling the corrupted IOS16? is there a Wad Uninstaller?, i have error 1017, can't we just overwrite it?

did you try anytitledeleter?, try to see which nintendo original IOS exist and which are created through homebrew, as fas as i investigatedall homebrewers are coding over new isos other than overwriting older ones, because of compatibility issues, what do you think?, do you think i is worth giving it a shot by deleting titles, for example i have the same no reading discs problem but still have IOS 249 AND IOS 247 or something, other than that i have common IOS and i also deleted IOS15 and IOS16 because those are frecuently modded by homebrew coders
what I am aiming for is that we return our wiis to normal states before homebrew and then begin the process again
what do you think?

I was having the same problem and did use anytitle deleter to fix it. I just removed every IOS that the program let me from the system titles menu. I was left with IOS30 and SYSMenu only. Then I ran the CIOS installer that came with wiigator's loader gamma package and then ran the loader itself and it worked! Only problem now is that my VC and Wii ware resets back to the home screen whenever I try to play it. Not sure how to proceed now

try deleting the VC and Wiiware channels within the wii data management menu, then re-install them with wad-manager

or just straight re-installing with wad manager if you can't delete them within the wii menu

as long as you keep your save files they should restore as if they never left.

Nothing would work, the only think that will work is when going to IOS 16 ver of wad manager and install the 249 wad, wii gator would install also and that is it. When going to anytitledeleter it would give you like 3 errors about loading and then 1017's.

I also geet 1017 and 1035 errors the whole time.

I installed a untouchedd IOS 16 but i cant install the ios fix with the wad manager ios 16.

Any solution?

I have the exact same problem i cant delete or install new wads i just get the errors 1017 and 1035 when i try to install or remove. Also anytitledeleter will not remove.

Any help would be greatly appreciated

I had the same problem.

Did you install a Cios before?

How to fix it:

First try the Cios Uninstaller V1.1. If he doesnt find any Cios no problem.

Then try the Cios Uninstaller v1. It detects a Cios for me and uninstalled it.

Thats how i fixed it for me.

Cios Uninstaller V1.

Brief description of when things went wrong:(
I had softmod installed and all working properly and i then installed wiihttpd-dump-package-1.0 which changes ios249 i think and after that backup channel was not working and i am unable to remove or install wads error 1017 and 1035

Thanks for all the help and i will let you know the outcome later:
