The short answer: no. Neither of those programs require you to patch an IOS. Some require the trucha bug to operate completely (like MMM), but cIOS236 (actually a trucha bugged IOS36, installed in slot 236) will do fine for that. So basically, JoostinOnline is correct on all parts.

(well...I assume you didn't go haywire with priiloader hacks or menu themes. Or did something to your wii region. but you would have mentioned that by now).
The only possible cause I can think of is that your wii nand produced a bad block right where the system menu was stored. That would explain it...but I have no idea how to even check if that would be true.
(keep note: even if it's the wii nand that's failing, then it doesn't mean you should throw away your wii. at worst, you can check out sneek and use a hard drive and/or SD card to completely bypass the wii nand whatsoever).
