yes that disc.

no u cant as on the system menu 4 ios16 has been patched with a newwer version to prevent the disc or ios16 being used

a soft mod installer disc based off this principle with cIOS16 would be aawesome

As above, no, it does not work on 4 due to a patched IOS16. USB Loader runs it just fine though, so for those who did hack their consoles, its still useful.
