Hacking Wii 4.0 update without WiFi?

I can't get a WiFi connection right now, is there any way to update without using the WiFi network?

Yes, get the wad of the 4.0 system menu of your region and install it.
But you first have to install the IOS used by the system menu 4.0.

What IOS files would I need, I figured I would have to install them.

You need IOS60 for the menu and IOS61 for the shop.

Do I need specific version numbers for these, or is there just one IOS 60/61 that I can use?

You could pack it yourself. Using the NUS Downloader:

• 1st Text Box: 000000010000003d
• 2nd Text Box: 4890
• Make sure it's set to "Wii"
• Pack it in a WAD
