Hardware Wifi not working?

So I got onto my 3ds xl to do some online stuffs, but the connection wasn't working. on the top right, the connection bars are grayed out. So first, I reset my internet via the switch. Didn't work, so I reset my router. Also failed. So I completely cleared the settings and reinstalled the internet, but it's still grey.
I've never had an internet problem this bad before.
It reaches the access point, shows the blue internet sign for a few seconds then fails.

I'm pretty sure this is normal, have you tried using any online service (like web browser)?

Actually turns out that AT&T partially turned off the internet cause they think i haven't paid the bill yet. So Wifi isn't working correctly anywhere. only on certain sites, like this, youtube, and gmail. >.<
