ROM Hack where do I get cheat engine?

I'm looking for it but one video had bad comments like "DON'T DOWNLOAD, HUGE VIRUS", so I am only trusting here. Or is it easy to just use a hex editor. I'm creating a keyboard mod for ACNL.
