No. For that reason 2DS users (without CN and GW) can't install the initial CIA installer to enjoy signature patching.

It might never "drop" and if it does, it does, no reason to create a new thread for this question. I've explained before why it might never drop, basically I don't think anyone who can get it working in a reasonable/predictable amount of time is actually working on it.
