Hardware When does 3DS' notification light blink?

Does notification light turn on on system's usage tips? I just got the 3ds and I received few "hello, you can slide menus" messages, but the notification light tidn't turn on... should it?

Shut the system and lights go on.
It'll blink a little if it's open, but you might not notice it if you're looking around.
It'll be blue.
