If they have no devices jail broken or 3ds cfw or vita Enso.. they might not even understand the significance... so it's not what's wrong with people .. it's well not knowing.

It's a factory test application used to check the hardware of retail units for defects before shipping out to sale. This is similar to the CTR AGING application used to test 3DS consoles. Normally, something like this would have been installed on every retail console but erased when the tests were complete.

An application like this is generally not useful for developing homebrew exploits.
