It's a WIP port of Love2D engine (making games in Lua for PCs and mobile) with extra console-related stuff like dual screen and stereoscopy support.
While IMO a neat option to begin making 3DS homebrew, the author at the moments states it's not possible to play actual Love2D games using it. So for now its only useful with apps made from scratch for 3DS
