Wouldn't "gamemode" just mean using the 3D hardware? Well, that's the video card. Windows already has and uses this function. You boot a game, it goes into "gamemode" and powers-up the 3D video hardware and you play your game.....gamemode, no? Other tasks your computer normally runs are suspended or set to a very low priority while you are in "gamemode". Most games will let you switch to a windowed mode so you can access the stuff on desktop, the internet, etc.

There's also Start/Games/etc. that are games you get when you install Windows.

All modern versions of Windows work like this. I guess I really don't understand exactly what you mean in your question.

The key to a good gaming experience on a PC, is first buying a gamer rig, and second actually knowing what makes it a gamer rig.

My computer is routinely a web browser, and video data processing tool. I don't consider my PC a gaming rig.

But games are of secondary importance to me, so that was why I ended up with what I possess.

You say this Panzer Tacticer but I reckon you would have to work fairly hard to fail to make a half decent games machine from off the shelf as long as someone mentions more cores is not necessarily better- building an office machine or something for CAD or video at a good price is indeed another thing.

As for game mode- I though every two bit "hacker" knew what processes/services to drop or better made a batch file to do it:

As for inbuilt that would surely mean another part of the API/declarations for a program and as I still find it refreshing to encounter a program(mer) that uses them properly (programs by and large should not require administrator mode to work) it would fall over before it begins.
