Mario Galaxy has 3.0U (Mario galaxy Pal is 3.1E)

is there a way to update the wii's firmware to 3.1U without internet connection?

I don't know for sure first hand, so please someone correct me if I'm wrong. I would also like to know about games that carry updates for a FAQ I'm writing. Please note that I have no personal experience with this games and don't know for sure if the information below is correct at all.

Super Mario Galaxy NTSC-U -> 3.0u?
Super Mario Galaxy PAL -> 3.0e?
Wii Chess PAL -> 3.1e?
Donkey Kong Jet Racer PAL -> 3.1e?

I would think, Endless Ocean would have 3.1. That's just a guess, but it's a big game, and it came out in the US after the 3.1 update, so it's sure to have it. I mean, why would they put the 3.0 firmware in it?
