What exactly does Crtl+print screen do?

I know it takes a snapshot of the screen but were does it get that snapshot from?

Edit: What i mean is where does the screen shot come from? Say my graphics card was dying and there was green lines all over the screen would those green lines show up on the snapshot?
 
Ummm, you answered your own question. It gets that snapshot from what's on the screen at the time. If you meant "where does it go to?" ...it goes to your clipboard. You can paste it anywhere you that you can paste.
 
usualy yes, messed up graphics will show up in a printscreen image. i usualy press it and paste it into Microsoft Paint. I have alot of messed up images of my graphics card failing :P
