Do you consider converting a Pokémon (legitly caught, raised, bred, anything, only thing PKHeX was used for is this step) into a .pk7 file and then importing them on another game cheating? Like from XY/ORAS to SM or DPPt/HGSS to BW.
I consider using Pokemon with invalid catch locations, moves, stats, etc illegal and cheating. I consider using hacked pokemon online against a player that has no hacked pokemon cheating.. but, you didn't modify the moveset or anything so, I don't see this as cheating.. just a simple transfer

But as for importing pk6 into Sun/Moon before the release of bank, I think that's cheating.

The only "problem" here is that I decided to play all the Pokémon games and capture all Pokémon through them, transferring them all the way to SM. Initially, I was gonna do it super Legit, Pokébank included. imo cheating is doing anything that you didn't 'earn'. if you earned a level 100 arceus in another game via an event or training and transfer it to sun/moon to use as your starter, then sure, go ahead. in regards to the VGC cheating to get something you didn't 'earn' is fine so long as it's within the bounds of things you could hypothetically earn. magikarp with judgement is just as much a cheat as giving alolan marowak shadow bone without ever visiting the move tutor, it's just that the judgement karp is literally impossible, while the latter would just require a little effort.
Please note that when we say "significantly hacked", we mean that a Pokemon's immutable state has changed. Any illegal Pokémon (that is, any Pokémon that cannot ever be obtained using official methods) is also considered "significantly hacked". If official legality checks determine a Pokémon of yours is hacked, then it qualifies as "significantly hacked", and falls under the policy outlined above. Examples of edits that define significantly hacked Pokémon include:

PID
IVs (At least, until Sun/Moon are released)
Poké-ball

What is not considered "significantly hacked" includes shortcut-ted efforts, clones, or any edits that could be made in-game using official methods. Examples of edits that do not count as significantly hacked:

Legal move combinations
