Do you consider converting a Pokémon (legitly caught, raised, bred, anything, only thing PKHeX was used for is this step) into a .pk7 file and then importing them on another game cheating? Like from XY/ORAS to SM or DPPt/HGSS to BW.

I consider using Pokemon with invalid catch locations, moves, stats, etc illegal and cheating. If the Pokemon was genned, haxed, or modified in some way that passed all of the checks, I would use it online if the game lets me.
But as for importing pk6 into Sun/Moon before the release of bank, I think that's cheating.

I consider using hacked pokemon online against a player that has no hacked pokemon cheating.. but, you didn't modify the moveset or anything so, I don't see this as cheating.. just a simple transfer

Would be interesting seeing a hacker vs hacker battle.

does it really matter people in vgc even use hacks even though its not allowed and still don't get dq because theres no way to prove if the mons hacked if you just cloned a legit mon and changed the ivs and moves etc you can even get away with trading hacked mons on a pokemon trading forum or site if you make them look fully legit even though you genned them in but theres no point of doign that unless you want to trade hacks just to get legit pokemon

But any totally legit pk6 importing after Pokébank release or normal trading not available anymore (DS Games)=/=cheating?

i put gen 7 pokemon on pokebank by injecting the pk7 files of one into gen 6 and it worked will the pokemon i put on bank turn into the pokemon it is when banks updated the data is the same as the pokemon data was but it appears as a bulbasaur cause the game does not know what it is

Depends.
If you're playing through the story and you use items or Pokemon that the game doesn't give you access to, I'd consider that cheating.
If you're just battling, I'd only consider Pokemon that have impossible-to-obtain moves or stats cheating.

That being said, if you battle me and win, I'd consider that cheating.

We _just_ had a thread about this.

meh, nvm:

imo cheating is doing anything that you didn't 'earn'. if you earned a level 100 arceus in another game via an event or training and transfer it to sun/moon to use as your starter, then sure, go ahead. in regards to the VGC cheating to get something you didn't 'earn' is fine so long as it's within the bounds of things you could hypothetically earn. magikarp with judgement is just as much a cheat as giving alolan marowak shadow bone without ever visiting the move tutor, it's just that the judgement karp is literally impossible, while the latter would just require a little effort.

I'd consider anything that Nintendo doesn't approve of as a form of cheating.

I mean, in a literal sense, that's the thread ender right there - it's literally cheating if Nintendo doesn't condone it. The question is more what we would say on a personal basis Nintendo might not allow that we would.

The only "problem" here is that I decided to play all the Pokémon games and capture all Pokémon through them, transferring them all the way to SM. Initially, I was gonna do it super Legit, Pokébank included. But then, I saw that you can't do some of the transfers necessary, because they used the Internet and the DS services have been discontinued.

EDIT: Did a little search, looks like I misread when I searched about it and you can still transfer all the way from Gen III to VII, but it would need (in my case) a GBA, NDS, 2 3DSes, Pokébank and Pokémon RSE, FRLG, DPPt, HGSS, BW, B2W2. Only have a 3DS, emulators, R4i and CFW.

Get lv 100 Arceus from event on Pokémon Pt>convert into pk7>import pk7 on XY/ORAS/SM=cheating?

Excerpt from Project Pokemon's cheating policy, forbiding the use of significantly hacked Pokemon when battling or trading with opponents who are unaware hacked Pokemon are being used:
Please note that when we say "significantly hacked", we mean that a Pokemon's immutable state has changed. Any illegal Pokémon (that is, any Pokémon that cannot ever be obtained using official methods) is also considered "significantly hacked". If official legality checks determine a Pokémon of yours is hacked, then it qualifies as "significantly hacked", and falls under the policy outlined above. Examples of edits that define significantly hacked Pokémon include:

Species
PID
IVs (At least, until Sun/Moon are released)
Poké-ball
OT
What is not considered "significantly hacked" includes shortcut-ted efforts, clones, or any edits that could be made in-game using official methods. Examples of edits that do not count as significantly hacked:

Maxed out EVs (but not over the maximum)
Experience
Egg steps
Changing an ability using an Ability Capsule
Legal form changes
Legal move combinations

There is only 1 way to cheat in Pokemon: Battle with a build that cannot happen.

So Wondertomb, Roar of Time Jigglypuff, etc.

Third party software is itself not cheating, though battling with transferred mon when others cannot may count as both players do not both have access to those species or builds.

But general use of PKHex/PHBank/PKSM is not cheating.

Whatever gets rejected by the WIFI battle party verification is considered cheating.
Gened pkmn is a user base option meaning no one is going to know if it was gened, but yourself if made legally.
So to those who label it cheating becomes an irrelevant matter once they are in battle its just an invisible moral code based on time consumption with the same results
Having 99 of all rare or exclusive items is cheating

Imo, technicaly its cheating but its not bad cheating if it doesnt give you a winning edge. If you gen a legitimately obtainable pokemon, it makes no difference in battle if it was obtained legitimately or genned.

it's hacking, sure, but IMO completely fair. it's something you obtained and should reasonably be able to obtain again because of that.
