3dsthem.es for unofficial themes, you can find the official ones on that ISO site. You have 2 options as far as installing themes go, either as CIA which lets you choose the theme you want to use from the official theme settings (has a 100 theme max), and you can add custom themes to this using Howling Theme Tool, or CHMM2 which is more geared towards custom themes only, but you can probably find official themes in CHMM2 format if you look around.

As far as official themes go, I used freeShop for that. If you download them but cancel the download I believe the console still thinks you own those themes. After that you can just download them from the Theme shop. Don't download all of the themes as is with freeShop, as that will cause some issues .. Mainly the fact that there's too many and then you have to delete them one by one until you don't have "too many".
