It's a significant sequel. The original Star Fox was only air combat and the levels are quite different. Star Fox 64 had both in-air and on-land combat (well, between the Arwing and the Landmaster).
Super Mario Kart's gameplay is actually quite different because of its age. It plays a bit different than other Mario Karts (outside of like Mario Kart Advance and kinda Mario Kart 64). Plus some people are into that retro stuff. Saying Super Mario Kart and Mario Kart 3DS is kinda like saying Street Fighter II and Street Fighter IV are the same.
They're still both different games.
