What are the current possibilities to cheat on 3DS?
I know about Gateway (flash card) and NTR (CFW). However, as I read NTR only has a very small cheats database. Are there any more possibilities to cheat? What are the pros and cons of each possibility?

The NTR cheat database is reasonably big, and it has a lot of stuff that Gateway doesn't. Some of the cheats are JPN only though. There's also ARCodes that you run through the browser (9.5.0-22 max) and save editors like PkHex.
 
There is also the Action Replay Powersaves dongle, although save editors have essentially been made redundant with all of the advances in the homebrew cheat engines.

Ist there a plan to include it in any common CFW like rxTools?

It is not a priority at the moment but I read that rxTools have plans for this. (or the future "rxCFW" or something like that, because the "tools" should disappear for Decrypt9 integration)

You can add KazoWAR's ARCODE to that list too. Works with the Spider browser exploit (O3DS only)
 
If you have a sky 3ds, sky3ds plus, or even if you have no cfw you can use hex editors to edit your own save files for any games. It's not hard to do but it can be time consuming.

P.S I've read that the sky3DS plus creates a game db for each game, maybe the db can be edited without a hex editor and instead a text editor can be used. I don't know all that much about db files.

Ok, thanks for the input. That means for me:
If I don't want to spend money and buy some new hardware, I need to get NTR or use ARCodes.
If I want it to work offline, my only option ist NTR.
Is there a way to convert Action Replay/Gateway compatible cheat codes into codes that can be used by NTR?

AR codes does work above 9.5?
I thought it was patched

Also, it's called NTR , it's an app you run on emunand then you can start the game you want to cheat in it.

I use this on my Emunand. OP, it works great with RXtools, on latest 10.6 firmware, all you have to do is get the spider browser from that iso site, use BigBlueMenu to delete the old browser and install the spider browser cia. Hello AR3DS codes :D

No you can't hexedit *.sav files directly. They are encrypted with the game header. You need savedatafiler etc. to decrypt the save so you can edit it. Without a working cfw/homerewlauncher/cheatdongle there is no other method of editing savefiles Im aware of.

I was looking into NTR a bit and what I saw disappointed me. There is no way to download a cheat-database (as for Gateway or Action Replay). The only possibility is to look for cheat plug-ins for each single game at a time at a Chinese site which hardly contains any plug-ins for US or EUR games. That really sucks ...
