Ok then. I didn't see that it's been edited to "decent budget".

For past gaming, a GTX 650 is enough up to 1080p on high settings. For current games, GTX 760 is enough for 1080p high settings and, depending on the game, even 1080p on two monitors with high settings. A GTX 770 would be better for playing on high resolutions (28" monitors and above, or multiple linked monitors) and will handle games in he next 3 years no problem.

The more you spend on the graphics card, the better it handles games and the bigger monitor you can use and the longer it'll last as gaming engines are developed for higher specced systems. That said, you should aim to spend roughly the same on the graphics card as you do on the monitor (very rough estimate, but a guideline anyway). E.g. A £100 monitor will never be able to make use of the strength of a GTX 780.

Edit: I'm not going into CPUs because for gaming, its mostly all about the graphics. However as game engines develope, the A10 will start to bottleneck the system and you'll eventually have to make the jump to a decent Intel CPU and motherboard. As for emulation... That's all CPU based so you go with what you have until you find it's not enough for you, then you get Intel.
 
If you can afford it. There's not much difference between Core i5 and i7, just an extra 4 logical cores for heavily threaded tasks (does nothing for gaming, or emulation for that matter). As for GTX 760, if you only have one 22" monitor (most common size I've come across) then it'll be enough.

Of course, there's always AMD graphics cards too, but I see them as stop gaps in the price ladder. If you can't afford a 770 but want better than 760, then there's the HD 7970 for $50 more.
 
Now, not that this matters for the actual gaming...
If you want to broadcast your games in the future (e.g. twitch.tv), you'll definitely want the i7.
Hyperthreading helps a lot for encoding, which will enable you to get higher quality with less bandwidth or CPU usage.
