There's already an app that does this. It's called NUS_Download, written by username WB3000.

um, thanks wiiNinja, but this app isn't for PC. It packs titles directly from the Wii and saves them on root of SD.

NUSD downloads from NUS on your PC, with an option to pack into a wad.

No, this just dumps vc and wiiware games into a wad, there are other computer apps that make wads for isos
