On switch 1 I could just download or redownload my games but on switch 2 I get this error

“In order to load virtual game cards to this console, it will need to be paired with binkybaby's console, shown below. The pairing process only needs to be completed once.” Since my old console died I can’t pair it with the switch 2 and there’s little information online about how to fix this error.

I am annoyed to be honest because there should be no limitation or reinstalling my digital games on to switch 2 games like dreamlight valley I paid a lot for and I hair can’t download it and play it on the switch 2



I definitely won’t be buying digital games going forwards putting this new system in place really isn’t fair

Well, that sucks. I hope they will update the system for this kind of cases.

Can you not go on Nintendo's site, remove your old Switch as the primary console and then make the Switch 2 the primary console?

No but after a lot of digging and searching I found that it has to be un-paired, using a web browser. For anyone else looking for this information

Important: Unpairing a console through the Nintendo Account portal can only be done once per year. If at least one of your consoles that can load game cards is available along with the new console you want to pair, we recommend unpairing using your consoles.
1. Using a web browser, visit the Nintendo Account portal (accounts.nintendo.com/portal).
2. Sign in to the Nintendo Account linked to the console you want to pair.
3. Select Consoles.
4. Select the console you want to unpair. You may need to select View More to locate it.
5. Select Virtual Game Cards.
6. Select Unpair.
• Option to unpair does not appear Y
This indicates the console you selected is not one of your consoles that can load virtual game cards.
Return to the list of your consoles and check the other consoles to locate those that can be unpaired.
•• Message: Cannot currently be unpaired v
7. Select Unpair again to confirm.

What do you mean no? This is exactly what I recommended doing.
 
Yeah, but it's called "Virtual Game Cards" now to make it more fancy.
So you're fundamentally confused about what's changed. Nintendo didn't do a great job explaining it, but it's not that bad and you can swap back to the old system if you want.

The Virtual Game Card system replaces the primary system that was in place before where a system was designated as the primary console where all the licenses for software were enabled without restriction. The user could log into other switches and use their software after an online license check to ensure the software could be used.

Now with the Virtual Game Cards you can access software license by license through a sort of library system where the license is checked out. This also allows you to lend your games to other users, but I won't go into that part.

You're unable to access this because the system you used to have hasn't been updated and connected to Virtual Game Cards. @OrGoN3 was correct, all you needed to do was go online using a browser and remove your old system as the primary. The alternative is restoring the old primary system in the User Settings on your Switch 2:
  1. Go to System Settings: From the Switch home screen, select "System Settings".
  2. Select Users: Scroll down and highlight "Users".
  3. Choose the Profile: Select the user account you want to modify.
  4. Access Online License Settings: Scroll down and select "Online License Settings".
  5. Enable "Use Online License": Toggle the switch to "On".
