The easiest way is to dump Mii Makers extdata and use this tool: https://gbatemp.net/threads/3ds-mii-modifier-computer-utility.396653/
There's a video tutorial here:


The second way is to use a spider AR code, but that'll only work if your console is on firmware 9.0 to 9.5 (which I assume it's not).

The third way is to install a custom keyboard, but of course you'll need a 3DS with custom firmware for this, and existing keyboard symbols will be overwritten. But it's useful if you want to be making a lot of custom miis.

Theres a download link for a pre made one in the description of flares video, but yes, creating one would be nicer. I searched on Google and found a tutorial on how to do it. goo.gl/RGQHgc
