Homebrew USB Loader push me back to vWii menu

ok. First of all i'm a noob and i followed this guide both homebrew and vwii
wiiu[.]guide/vwii-modding.
Everything works great, except USB loader - USB Loader GX-UNEO_Forwarder_5_1_AHBPROT_vWii (Fix).wad doesnt work for me.
I already format my 32gb usb flash drive with WBSF manager. Also tried switching port too. But it still send me back to homebrew menu.
is it because my usb flash drive or st else ?
Very appreciated for any help.

Put your usb support in fat 32.
