Homebrew Usagi 3ds theme editor music help

I made a custom theme for my 3DS but the song wont install. Loads fine on usagi, but it wont install correctly. It only allows me to install without bgm.

The song (under 3 mb) was converted to .bcstm using the correct settings and renamed to bgm.

The Theme is below in a .zip file, any help would be appreciated.
