You can't update your 3DS with a firmware from a different region. Do you have v1.0 of Gateway's firmware? To my knowledge, that's the version where people have had success updating their 3DS' firmware using ROMs.
That's really stupid taking in account the first Gateway firmware doesn't support region spoof.
It supports region spoofing for the GAMES. That's it. You cannot spoof the firmware anywhere else in the system.
You cannot use firmwares for other regions. You can play US Roms on your Gateway with FW 2, so it's not even needed to change your firmware region.
