If it hangs on the loading screen, try going into the Eshop, and going to the game's page. I forget if that fixes the problem, but it might.

i cant even enter the Eshop! it gives me an error after signing in.

Are you on the latest firmware? And what error are you getting? There's a few.

I know there's multiple ways of doing it, but try this way:

You won't lose any data from it. And use Tinyformat on emunand.

no it didnt start at all for me. could have just been bad luck.

i managed to get the update and DLC all working for SSB4.

now i am installing the classic pokemon GB game CIA files but they just hang at the 3DS loading screen. why?

They have to be installed in sysnand, too.

Unfortunately, I haven't had a need to play VC games, so I can't help you with your problem as good as other people may. You might want to check this out though (copied from samiam144's amazing guide) and I'd check out the patched AGB FIRM that's linked:
"DSi/GBA/NES/etc. support

The patched AGB_FIRM is no longer needed (although in this guide, we already had you install it just in case

DSi games can be ran through sysNand, and reportedly emuNand as well. Install to sysNand to play them in sysNand; install to emuNand AND sysNand if you want to play them in emuNand. DSi cias must be installed to NAND destination (if using FBI).

GBA games can be ran through emunand, or sysnand. They still have to be installed to both emunand and sysnand if your nands are unlinked! GBA games should be installed to SD (if using FBI).
Personally I just install them to Sysnand and play them from there."

just updated smash to 1.1.5 on my 9.2 N3DS XL and it works great!
