Hacking Updating emunand to 9.5 without rxtools

Ok, I can't get rxtools to work in my N3DS, but reinand works fine.
Pasta/miniPasta + sysupdater is intended only for updating the sysnand, is that correct? If I can't use rxtools devmode, how can I update the emunand using 9.5 cias?

While in Reinand, just use profi's sysUpdater + CIAs from the 9.5 update.
