It's always on in Luma. It's only optional in Cakes.

It is SAFE to update your system if you have A9LH (make sure your CFW has firm protection)

With some you can disable it or build it without it

-> 11.0 downgrading is not available any more
-> N3DS 8.1.0-0J need to stick to Private Server again
