I found to keep browserhax on latest firmware. but It's totally pointless because this method need cfw. anyway I post it here.

<1> You have to download old browser's cia that come with 10.4 firmware update and latest version. (use NUS downloader or whatever you have)
For old check
For New check

<2>Open old browser's cia on hex editor. Go to offset 0x2F9C. change 14 01 to 1C 10. then save.

-3DS section-
<3> launch fbi and uninstall newest browser first, then install patched browser.

<4> Now You get browserhax on your latest firmware! Of course You can access to e-shop and You are system is up to date.

Patched browser works enable signature checked cfw... so this should work on w/o CFW.

Have you tried with O3ds browser 9.2, For Spider?

Main difference from 10.6 to 10.7 is:

new3DS:
000400DB00017102 CVER
000400DB20016102 new3DS NVER
000400300000D602 mint. eShop applet
0004001000022900 eShop (tiger)
0004003020009D02 new3DS Internet Browser (1.7.10150)
0004013000003202 friends (Friends list)

old3DS:
000400DB00016102 CVER
000400DB00017102 old3DS NVER
000400300000D602 mint. eShop applet
0004001000022900 eShop (tiger)
0004003000009D02 old3DS Internet Browser
0004013000003202 friends (Friends list)
0004013000004002 old3DS NFC

Well, maybe they found the hole in eShop. It is or was (not tested if it still works)
to get seeddb data (update to ticket.db) even if you didn't buy the game with a
little nasty trick.

Updated my N3DSXL to 10.7 awhile ago.

Accessed HBL through using OoT3D. Can confirm that there's no need for a payload update also.
