Hacking Unable to Update Red Card

So currently it seems that my red card is stuck on firmware 3.0.1

I've tried using both the 3.1.0 and 3.2.1 launcher.dat files in an attempt to upgrade. (By booting gateway menu while holding R) Both successfully complete the upgrade process according to the update screen, but when launching the gateway menu it still displays 3.0.1 and can't launch 9.7.0-25 emunand. Can still boot older emunands.

Have run the diagnostic tests, all pass.
Hoping anyone might be able to help me out, or let me know what I'm doing wrong.

Console is a 3DS XL on 4.2.0-9U

the launcher.dat goes on the SD card in the 3DS, if its not displaying the new version number on the screen you haven't put the launcher.dat on correctly, the number on screen is the launcher.dat version being used, the red card doesn't need to be updated

    If your throat closes, putting oxygen in your mouth will not solve anything - as you will be introducing oxygen prior to the area of obstruction
