Homebrew Unable to launch SafeB9SInstaller

Hello, I tried following the Single System Method but I'm running into a major problem.

I'm using an 3DS XL with an 8Gb SD Card inside, plus an R4i SDHC Gold Pro 2020 with a 1Gb microSD card in it. Both cards are FAT formatted.

I cannot run SafeB9SInstaller using the select/start/X button/power on with magnet method, and I've tried it multiple times.

The 3DS XL can no longer read the flashcart at this point. I did all steps correctly when I was flashing the ntrboot, but I'm not sure if I went wrong at this part:

10. select INJECT FIRM to install boot9strap into your flashcart
11. input the given combo key to confirm
12. Press A to continue
13. Power off your device.

Are we supposed to wait for a loading bar after pressing A and powering off? I waited for a few seconds and there was none, so I proceeded on to step 13. Was this where I went wrong? If so, how do I restart this whole process and reflash the R4i flashcart?

My 8Gb SD Card root currently contains:
+Nintendo 3DS
- boot.firm (renamed from SafeB9SInstaller.firm)
- boot.sdxc (from Luma3DS following the hacks page)
+ boot9strap (from the Bootstrap link provided in guide)
++ boot9strap.firm
++ boot9strap.firm.sha

How do I launch the Bootstrap installer?
In the worst case scenario, how do I reflash the flashcart to restart the process?
