is it possible to change the menu text from say a JP n3ds to EN?

Maybe if you replace all Japanese "message", "message_hud", "hud_LZ.bin" and "message_JP_LZ.bin" files with files inside EU_English, or US_English, here is a link whit all system titles:

Decompress your message_EU_LZ.bin (LZ11)
Extract it using darctool.exe, and repack it once edited.
I don't see where is the problem.
Or send me your file, tell me what you want chang, and I will re-send you it

The problem is that the folders from EU_Dutch to EU_Spanish should be inside the message_hud and message_mset folders after packing up, and they're not, or is that not a problem?
Or send me a screenshot of the insides your repack message_EU_LZ.bin.
Okay there is no problem I edited it and it works maybe a9 fixes it when decrypting.

So? I used decypt9 and It did not give me any files. I used the same file I put there, I guessed it was decrypted. Then I put it in the folder and opened step1.bat. It made "SystemApp.0000.00000083".
What do I do with it?

Edit Part1.Bat and replace "SystemApp.0000.00000082" witch "SystemApp.0000.00000083", also change "SystemApp HomeMenu.cia" to the decrypted .cia name.

You need to use 3dsexplorer_v1.5.3.exe go to Tools DSDecmp GUI choose lZ11, and decompress "menu_msbt_LZ.bin" to "menu_msbt_LZ.bin.msbt", and after editing in MSBT.Editor.Reloaded.v0.8.6.exe compress it back to "menu_msbt_LZ.bin". If you wan to change the part where it displays the date and connection status, do the same with "hud_msbt_LZ.bin" in ExtractedRomFS\message_hud\EU_English.
