Is it possible to make an nds rom into a cia and then install it on 3ds?

Yep, it's actually really easy, assuming you know all the hidden insides and outs of the Nintendo 3DS! Just exploit what they've done using your knowledge, and code something to take advantage of it. Also, don't be a dick and release it to the whole community.

EDIT: To clarify that is only if you want to play them. If you would only like to install them, then it can be easily done with software released here on this forum! Enjoy dude
