This server will stop when you turn off your laptop. A computer that's not on can't run a program.

Well, you can 'upload' it another computer somewhere to use as a server. At the moment you're running it on your laptop, if you want it to keep running when your laptop is off you need another computer running it. Usually if you want a computer working as an always-on server for something, be it webhosting, irc or games then you rent one.

Sort of. You'll need to find a server hosting company and rent server space from them.

There's a different between mods and plugins. Mods are client side, plugins are server side. There are some plugins that use client mods as well, for instance, ItemCraft, which allows for client-side mods to work with SMP, such as Planes, FancyPack, etc.
